SOTC – Solid Waste…or is it?

Often I’ll be driving or riding around and see a television on the side of the road.  Almost without fail it has a sign on it stating, “Solid Waste”.  I believe this is required by the trash collectors before they are allowed to take something like this.  However, this one is a little different:

From a distance you can see there is a sign on top.  Upon closer inspection:

I can’t quite figure out the logic here.  Are they feeling bad about discarding something that still works?  Is it the countless hours they’ve spend staring at this machine that makes them feel guilty about just setting it on the curb to be hauled away by the trash collectors?  Or perhaps they’re saying to the trash collectors, “We don’t want it but we’re sure it’s still good enough for you.”
